Background:

1.Presentation of Expertise France

Expertise France (EF) is an actor of international technical cooperation. The agency designs and implements projects that sustainably strengthen public policies in developing and emerging countries. EF places its action within the framework of the foreign policy of development cooperation, influence and economic France's diplomacy. In January 2022, Expertise France merged the French Development Agency to strengthen the Official development assistance and renew the French policy of development and solidarity.



2. Programme background

The second phase of the Education Quality Improvement Programme (EQUIP 2) is a €20M EU-funded programme that contributes to fulfill the right to education, ensure the improvement of learning outcomes and the increased completion rates in quality education of children in Sudan, with particular attention to groups living in vulnerable situations, especially girls, through the improvement of equitable access to quality primary/intermediary education. The programme is implemented by Save the Children, EF and SOFRECO. EF is responsible for the 2nd component, pre-service and in-service teacher training activities.

Result 1. Teacher training is enhanced through institutional and human capacity building

Result 2. Assessment and review mechanisms are established

Result 3. Teacher qualification policy is strengthened through reinforced institutional capacity and emergence of research

Duties and responsibilities:

Purpose of the assignment

The objective of this consultancy is to support the implementation of EQUIP 2's higher education activities involving collaboration with public Sudanese universities as follows:

Assessment and evaluation of teacher training
International partnerships and mobility
Scientific research in Faculty of education


Under the supervision of Expertise France Technical Team, the Higher Education National Consultant will be working to fulfill and deliver the following:



Key outputs:

Support the establishment of a training observatory in the selected faculty of education
Support the development of ERASMUS+ programmes in selected universities and foster international higher education cooperation
Support the emergence of research in education in selected universities
Support the organization of the project's final seminar for all higher education related activities
Activities:

Contribute to the planning, contextualization, and implementation of various higher education activities within the EQUIP 2 project.
Facilitate project teams for university visits in Khartoum and in the states (organization of meeting, selection of key stakeholders, mapping of the university structures, etc.).
Support the project team to identify and approach relevant and adequate partners and stakeholders to/in the implemented activities
Maintain active and efficient communication and partnerships with partner universities/Faculties of education and the relevant university staff involved in the implemented activities.
Facilitate the remote and field work of the short term consultants including visits to the states, sourcing the relevant data for desk reviews, planning, etc.
Contribute to the development, contextualization, analysis and appraisal of the developed research and data collection tools, to inform the implemented activities.
Contribute to the planning, design, and evaluation of training sessions in some of the implemented activities.
Follow up on and provide constant update on the engagement and commitment of the partner universities and ensure feedback and follow up comments are disseminated back to the partners and are acted upon
Support the project team to organize relevant events like workshops, conferences, and training sessions.


Activities, timeline and deliverables:

The mission will take place from December 2022 to November 2024 (end of the project) and will be on a part-time basis.

Profil recherché

Minimum Qualification, Skills and Experience Required:

Fluent in Arabic (native) and English (CEFR level: C1)
Postgraduate degree in education, assessment and testing, and / or related areas. PhD is preferred but not required
8 years of experience in the Sudanese higher educational field (teaching at faculties of education, researcher, international relations).
Substantial l experience of qualitative research in education or social sciences
Excellent analytical skills.
Publications on assessment and evaluation in education, and quality assurance in education.
Previous experience as technical consultant and/or full time senior level staff with international organisations (UN, NGOs, etc.)
Interested candidates are expected to submit the following:

Your interest in the role, and detailing how your educational and professional background will contribute to the fulfillment of the ToR’s and the deliverables detailed above.
Identify the challenges of the Sudanese higher education context and how that can be tackled.
